BSNL is my internet servive provider & my speed has gone down dramatically in last few days,what

Has it happened just with me or with other bsnl users too?

For 1 year my internet speed was great but in last 3-4 days,it has dramatically gone down atleast 20-25 times to what it used to be.

For example,a youtube 5 minute video used to load in 30 seconds before 1 week.

And now it takes 30-40 minutes to load that same 5 minute video.It's very annoying,all the fun is gone.

I have scanned my pc with many well known anti virus,spyware,malware softwares %26 i removed all the errors detcted by them ,even then my speed is slow.

What to do?

Under water cable providing net connection was partially damaged. So that is the position with all net connections.
